Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is expended on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through current data. From observation points, military aircraft that had been dispatched to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: several firings targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes sober acceptance: perhaps the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: seven people killed, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that regional partners are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, no doubt, endure.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unfeasible to compel Moscow to relinquish the land that it presently holds in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does nothing to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require continued Western support.
